This statement could be used for several things:

  • Limitation of free speech - Lets limit what the White House and Congress can and can’t say. Only them. Everyone else in the country can say what they want.
  • Military Draft - The Political representatives are first on the list along with their family members and acquaintances. No exceptions allowed for them.
  • Net Neutrality - Lets limit the White House and Congress viewing on the web. Only them.

Basically any law or tax that is suggested by the government is to be tested only on themselves for 2 years. If they can live with it then it can be enacted to the rest of the public. No exceptions allowed. They need to live through their choices before subjecting them on the rest of the civilization.
